An IP range blacklisted (Virgin through Movistar)?

I am getting:

"Your IP 191.126.***.*** has been blocked because it is blacklisted. For details please see***.***."

Now I have changed the IP to another one (dynamically assigned by Virgin) to post this.

yep, welcome to dynamic dirty IP. rebooting is really the only solution.
