Article 14
Foreigners residing in Chile for more than five years and who comply with the
requirements specified in the first paragraph of Article 13, can exercise the right of
suffrage in the cases and forms that the law determines.

Those nationalized in conformity to No. 3 of Article 10, shall be eligible to public
responsibilities of popular election only after five years of being in possession of
their papers of naturalization.
bold was added by me. It only says "residing in", and thus why temporary residency counts towards qualifying to vote.

Well I actually downloaded a copy recently but haven't gotten around to reading it in full..........certainly haven't made it to the section about mining regulations, but yeah that's an odd one to have in a document whose fundamental purpose is to establish, define and put limits around a government.

when you get to 147 amendments and change in your constitution, probably time to trim some junk.

woops, want to vote? guess not so fast, sort of.

the moron in charge of servel (election authority) is now tryimg to interpret the law for the constitution vote, as only including citizens; excluding foriegners with residency.

not too worried about this at this point. not really up to this moron. It would take a pretty extraordinary departure from the current constitution for the courts to let that fly.

El padrón de extranjeros con más de cinco años residiendo en Chile para la elección de 2017 fue de 267.116 personas. De esos, finalmente votaron 50.752 personas, según detalla un documento realizado por el Servel.

Por su parte, en ese padrón, la mayor cantidad de extranjeros habilitados para votar en Chile provenían desde Perú, Argentina, Bolivia y Colombia. Además, Santiago (5.399) y Las Condes (5.143) fueron las comunas donde más votaron los extranjeros.

If the "foreigner" thing gets too heated and the April vote is indeed not mandatory, I may very stay inside the depto that day even though the anti-FA types could use my vote.

well, just to be sure, one of the senators from the UDI is asking the president to send a law to clarify the inclusion of foriegners with 5 years of residency in the election.

now, I have no doubt that exclusion of foriegners would not hold up in court, if challenged. I seen a stat the other day there is something like 37 mentions of foriegners right to vote in the constitution, in addition to all the regular laws and regulations related to voting.

Hell, I am kicking around the idea of filing an injunction, if Servel tries to move forward with this; but, someone else will probably beat us to it.
