I am moving to Chile soon and I reached out to my local registro civil and they said it would take a month to get my carnet for a extranjero entering with a visa titular. I was curious if I could go to chile for 1-2 weeks register for my carnet and then come back to the USA? Is there any time restrictions leaving the country after entering with a temporary visa titular? For example waiting for registration with the PDI or other organizations?

In theory, once you register, you don't have to wait for anything; but, you will need your documentation.
Also, don't be surprised if you hit problems or at least questions at the boarder. The PDI databases at the boarder are rather notorious for being out of date or having other errors. Just be prepared to explain the situation.
