yea, i think there is a bunch of explanations for that.

chile just in recent years has started investing heavily in education. to see results, takes time. decades, or even generations to even know anything is working.

in spite of a generally high literacy rates, we occasionally still come across older people in rural areas that can not read. rare, but they are out there.

the gap between public and private school is bigger than the grand cannon. I have serious doubts also that the hyper-expensive education reform bachelet implemented is doing much of anything, except driving up the cost of private education.

then you got the whole problem of basic skills in general vs. what the job market requires.

oooooowww, this scandal is going to stick, like frigen napalm.

They discovered someone at the national statics office manipulated the august and September 2018 inflation numbers, that feeds in to the IPC, that sets the UF, which pretty much sets everything else in the country. Pretty much anything of any value in the country, is indexed to that inflation number, either directly or indirectly.

What is not covered in that article, but in various details in Spanish articles, is that the new administration had just installed an internal auditor office. That, guess what? Started in August to September 2018. Now all the stats going back to 2016 are under review. Someone has been fired, but they won't say who. There is a criminal investigation under way. Politicians on both sides are pointing fingers, without trying to point too hard (in case it comes back around to them). There is a lot of run for cover, music just stopped grab a chair, going on.

Didn't I say a while ago it was rigged? Not that long ago , when I called BS on their first quarter IPC results.
Of course its manipulated, in fact the whole God damn economy is manipulated in some way or another and in favour of the top .0001 percent of the population( think how much they have just saved/made ). I wonder who will be the scapegoat or the fall guy for this "mistake"?

here is a great article on wealth of nations, and how they are hiding or being under reported. of course the u.s. is leading the pack.

i am not convinced by their solutions, but the problems make sense. it at least seems to square nicely with my own theory that chile is far richer than reported in official numbers.

i almost picked up his book a few weeks ago. might give it a read.

Piñera announced big increase on roading infrastructure spending, Ruta 5 gets extended down Chiloe (two lanes each way) as does road from Osorno to Entre Lagos and to Villarica, plus other innitatives, rural roads etc .

that one from osorno to entre lagos and the boarder has been way over due. a major international trade route, also connecting to the patagonia, needs more than a one lane freeway.

just my luck though, they paved the back road from puerto octay to entre lagos a couple years ago and i almost never have a reason to drive that one from osorno. it is like 45 mins faster.

Valdivia is another one. the entrance to a regional capital is like a mad max road. half the time i have driven it, there is an accident. just way too much traffic on a single lane.

Smaller countries across Latin America haven’t been immune either. Chile, the region’s poster child for sound economic management, saw its economy stagnate. Peru posted its lowest quarter of growth since 2017.
