Capital Gains Taxes

If a Chile citizen invests in a globally diversified portfolio of stock/bonds with a brokerage based in Chile but is not a Chilean resident and lives abroad for 5+years, do they still owe Chile capital gains taxes or will the capital gains taxes be owed to their tax home/country of residence?

I've been trying to figure this out for a while now and this is the only place I've found where it seems the question makes sense to ask.

Assuming where you live does not have tax agreement of some sort, chileans are taxed on world wide income.

In theory. Chile rarly goes after anyone for taxes made outside the country.

Inside you definitly must file and pay.
