If a Chile citizen invests in a globally diversified portfolio of stock/bonds with a brokerage based in Chile but is not a Chilean resident and lives abroad for 5+years, do they still owe Chile capital gains taxes or will the capital gains taxes be owed to their tax home/country of residence?

Assuming where you live does not have tax agreement of some sort, chileans are taxed on world wide income.
In theory. Chile rarly goes after anyone for taxes made outside the country.
Inside you definitly must file and pay.
