Those datachile stats are interesting, but based on their spurious claim that there are only 2 Britons in La Serena, it would appear that the immigration numbers don't include diplomats & international organization employees, which could be a significant bias in some places (depending on exactly why you want to know).

So venezuela is faster than half the other countries. Perhaps because there is no one at the offuce to start.
