that was implemented well over a year ago. it was one 9f the first countries after pinera became president. not sure what they are on about, except some lazy reporter failed to google it.
There are protests at the border with Peru today due to this. Maybe it was announced previously, but it was only implemented now? Not sure, as I haven't been following this closely.

i will repost this here to, as i am getting a lot 9f questions about this today.

Absolutely nothing has changed, except for Venezuelan nationals.

there is no new immigration law in effect. the draft law is stuck in congress.

the requirements are exactly the same for u.k. and other nationals as they have been for 30+ years. u.k., u.s., eu, and other nationals can still enter chile on a tourist visa, then apply for residency.

looks like so far a classic case of the chilean embassies giving out bad and confusing information (which unfortunately has also not changed).

o.k., this new ban on venezuelans, and let's not kid ourselves, this a ban, was rushed in to effect at the last moment because peru was going to stop Venezuelans from getting visas, and they were afraid hundreds of thousands of Venezuelans living peru would try to streem across the boarder in to chile all of a sudden.

look at the list of requirements for the "democracy visa" and imagine how hard that is to comply with if you have effectively been exhiled to a third country. so it is pretty much a functional ban on venezuelans.

well, pinera also just replaced the foriegn minister, like two weeks ago. the new guy, is a well respected attorney and was a the dean of a law school, and also a former justic minister.

the last guy was screwing up badly, and this might all be the new sheriff in town lifting his leg and marking his territory (literally).

so a venezuelan, in say peru, colombia, etc as a tourist (e.g. mercosur), can not apply for the "democratic" visa for chile, in those other countries. effectivly making this nearly useless PR stunt to sound like they are not blocking venezuelans.

Yep, it seems they're closing the doors to what could've been a massive flood of Venezuelans through the Peru border.

seen a story go by, that 15 venezuelans were removed from copa airline flight to chile in Caracas, because they did not have the new visa.

the kicker was, they were flying to chile for a meeting with foreign affairs ministry at the invitation of the chilean goverment.

big woops on that screw-up.

That's what happens when you don't coordinate your efforts to screw up the Venez... erm, change your immigration laws. Which they didn't, as the law is still in congress. The Piñera administration actually made the change by decree, if I understand it correctly.

we are working through our contacts in the government to try and get a meeting with the working group at the foriegn affairs ministry in charge of immigration, to see if we can get them to issue some consistent directives to the consulates around the world regarding the new rules for visas, procedures, and the problems with the new computer system. right now it is major disaster on the ground as far as day to day implementation.

I will post a new thread, as soon as we have confirmation, related to it with more details.
