On page 3 it says that the 'Articulo Segundo' is being modified, that now it has a new third clause that indicates that non-residents foreigners will be able to leave at will.

b) Intercalase un inciso tercero nuevo,...

"No obstante lo anterior, los extranjeros no residentes que requieran egresar del territorio nacional, podran hacerlo libremente."

A quick correction:

The way it is worded it would refer to "non-residents", so it would not include your situation.

Thanks for the deep dive. It’s interesting, if not troubling legal ground for us residents/citizens that simply departing a country is now a crime except for if a few poorly defined/understood exceptional situations. What is the clear and present danger to the country by ones leaving... hopefully in the next few weeks admin will be able to clear up if there is a possible path to leaving and returning within a few months time, for non tourist business related travel. Or would family emergency be a better path etc?

Update time.

My wife, a Chilean citizen finally got to fly out of chile last night.

Her first attempt at obtaining the ‘exit’ permit failed because she only submitted her Chilean ID, when she submitted her US residency ID she got the approval immediately.

The following were needed for the ‘exit’ permit
Proof of (invoice) one way airline ticket out of the country
A negative Covid test taken no later than 72 before departure
Also, a Permit to get to the airport was obviously required.


She flew with American Airlines who were very facilitator with regards to changing flights and there was no fee to change flights other than the nominal fee the Travel Agent charged each time and which we which we deemed very acceptable because of how helpful they were.



I Hope this anecdote might be helpful to others.

until we see a good number of cases in practice, what the government is saying should be considered total bullshit.

A couple of other things,
The response time to the permit application was very short for her. Between 10 to 20 minutes between application and response but from what I understand, that does vary.

The other thing that might be telling is that there were no more than 30 or 40 people on the plane so obviously, international travel is way, way down.

On the evening radio news there was someone from government saying the way things are going this will be an extended ban on international travel, mainly due to all the partying pendejos and cuicos bringing in all sorts of strains and not respecting travel protocols or anything.

Don't know if this is scare tactics or what, but May is not looking like being much better than April for travel, looking increasingly like it could go beyond the initial 30 days.

Anecdotally a friend of mine late last year had to travel back to the states with temp res. with the necessary extension waiting for perm res paper work. Anyhow they had been informed they could travel back and would be get the quarantine hotel free on arrival because they started there trip pre lockdown. However they were denied boarding at the airport as the airline (AA) couldn’t confirm that loophole. I’m not sure of the exact reason for being turned back, but a heads up if you are in a similar situation.

American cutting flights to south america next month, from daily to 3x a week on most routes.

Today we finally received our Autorizacion de Viaje al Exterior. We need to travel by car to Santiago from our home in Maule, approximately 72 hours before hand in order to have PCR tests done and to receive the results before we fly out. My question is : does the Autorizacion de Viaje al Exterior also function as our Permiso to drive to Santiago from our home in Maule? Or do we need to apply for a separate and different Permiso for that part of the journey? This has been an exercise in frustration so any advice that sets us on the right path will be gratefully received.

Will a foreigner with resident visa that left the country before border closure, and with return flight schedulled for next week, be allowed to enter?
