people take this seriously, with or without fines and enforcement.

The department of health in Chile is implementing fines for those that do not comply with the quarantine, between
0.1 hasta 50 UTM ( $5.021 to $2.501.050 pesos)

I think that is way, way too low.

Argentina has deported 270 tourist that were not complying with the quarantine, and returned 180 that arrived at the airport but did not want to be in quarantined.

Health Authorities with the police stopped a bus en route from los angeles to valdivia, and found five people with quarantine orders. Three came from the united states, Spain, and one from Portugal. They were transported to the their homes directly.

They are upping the penalties for breaking quarantine.

up to 50 million pesos (yea, that is about $60,000 u.s.) and jail time.

Anyone transferring money by SWIFT to Chile needs to take notice, given that this is generally a manual operation at the Chilean end, involving a personal visit to the bank and getting approval from the bank manager to credit the local account (at least in Banco Estado it's like this), operations like this won't be possible in quarantine.

Yeah banco estado is probably the most ineffective bank in Chile, Santander and BCi there are work arounds that generally dont involve going to the branch, if you are receiving regular money transfers by swift, it's a good idea to set up a dollar account, provided you have a regular cuenta in the first place, it's not that complicated.

A cynic might say is that to stop the poor heading to all the clinics on that side of town to get treated when the hospitals on the poor side are overwhelmed. Too little too late trying to quarantine just those neighborhoods.
