Not sure I buy 9%, but pretty sure it will be pretty big growth off a 5.8% contraction last year.
The "bonos" they are proposing is the equivalent of 2% of GDP or about $6 billion dollars, and they are saying they can pay for it almost entirely out of the increase income from copper. That is assuming they figure out how to give the money away.
