Judging by the discoloration on that top module (caused by arcing) if you open it up, you will probably find the contacts are burnt.

Came across that sucker as i was ripping old eletrical conduet out of my kitchen and trying to figure out where everything connected.

You dont need to be einstien to figure out that does not look right.
again, I am no electrician, but isnt the ground supposed to be in the center prong? lol

Maybe i miss it,what brand and model do your heaters have?Maybe I can give good advice based on the technical characteristics of the brand and specific models of heaters.
