US Citizen Having Baby, Can The Baby Have 1 Last Name in Chile?

I have been told by several sources, that the practice in parts of Chile, when a child is born out of wedlock, the mothers name is listed twice.
It must be difficult to be identified as a bastard by virtue of your name.

I have also heard this use to happen but it doesn't happen anymore. Or at least its less common now.
