Well the PDI magically noticed something was not right:

Seems the haiten community in chile is telling everyone back home that chile is not accepting more haitens, and back in haiti a lot of " travel agencies" are closing their doors as people try to get their money back.

It´s not needed if you are changing flights. We came via Rochester-Toronto-Santiago no visa.
Don't mean to sidetrack the discussion but this is an incorrect example as we are talking a Haitian non resident of the US transiting via the US to get to Chile.

The "travel agency" is sueing Law for npt moving their "cargos" from haiti and venezuela.

LAW in reorganization, ALL flights cancelled. GlobalTravel in Santiago closes due to threats from Haitian family members.
