i use to get my soap for free with BCI,

If i put both my soap from bci and my permiso de circulacion on the same credit card i would get a refund for the soap.

How are you going to keep the water bacteria free? Maybe building an enclosure to try to keep the temperature more constant may help? A UV filtration system? Bien suerte! if i understand correctly to get the sign off in chile you need to have a chlorination system? some info if you search the forum...
