As already indicated, GDP growth does not equate to a higher quality/standard of living for the majority of people. Chile should not get trapped into joining the economic "race-to-the-bottom". The big rubber band being stretched is in China. The PBOC is desperately trying to keep their banking system from being destroyed by the Yuan/USD peg. It's like a giant machine running full-tilt with all of the indicator dials in the red.

A small machine shop can use that much current (peak), so it's not that unusual. It might be easier and cheaper in terms of wire costs (copper is so expensive in Chile 8) )to bring in 400V three phase and use a local transformer to feed the loads.

Chile is like Canada - your currency will be a whipping boy until the economy starts to make "things" versus digging stuff out of the ground. The best stuff to make these days are WMDs, financial and the other kind. 8)
