I've never heard of that one before. Having said that every town has its rules, but you could just go to the municipalidad and ask, or even simpler, just do it a lo Chileno over the weekend when the inspectors aren't around.

No, the price is just high. A kilowatt hour is a 1000 Watts of power delivered for one hour. The voltage doesn't come into it, at least not directly.

I would imagine the voip system goes up the same fibre that everything else uses. Its there already, so its the cheapest way to go. Most of Chile uses LPG, so your natural gas heater won't work without modification. And to use it with bottled gas you need to fit a regulator as well. I wouldn't bother bringing it.
As for the TV, Chile still uses the old US NTSC system with VHF channels; if it's a multistandard TV it may work.....
