Is their a bank or a payment system that issues virtual cards for online payment?

If the seller doesn't support payments by a bank transfer then I can't do anything with my foreign Visa. WebPay says I shall not pass. :|

Yeah, Russians are trying to hide their money as far as possible from Russia. Our government invents amazing economics ideas one after another. The last one will literally kill small business. It seems that they want the country to go on Venezuela's way. Rouble went from 39 to 47 per USD in a month....

Ahhhhhh...the advantages of living in the south......In Chile there is no lack of anything. I get fresh milk, fresh eggs, fresh veggies, fresh fruit, ( in the summer I pick blackberries growing right in my property, raspberries and blueberries from a neighbor) seafood etc so to all of you living in...

Got 600k (3 times 200k) from BBVA today. Fee is $4100(!). It was $3000 in Santiago. :(
