Well you don't need permanent residency to get a carnet. Anyone can get a carnet here, even someone on a tourist visa. I first lived in Chile in 1999, and had a carnet / RUT then. I left in 2001 and didn't come back to live here until 2012. When I got a new carnet (while on a visa temporaria) I sho...

Well you don't need permanent residency to get a carnet. Anyone can get a carnet here, even someone on a tourist visa. I first lived in Chile in 1999, and had a carnet / RUT then.
