Whenever I've tried to buy something on Amazon.com, Amazon.co.uk, or ebay, the same thing always happens. I go through the pay process to the end and then it rejects any Chile address and says it won't ship to that address. If I change to a different Chile address, double check the correct postcode...

They don't ask for any education certificates in Vina if you have a foreign licence. Nor do they require any hard proof of residence in Vina. Just look up any good neighborhood address on google maps and you're good to go :)

I suggest you look into opening a fondos mutuos account. In my experience it's the cheapest way to transfer sizable chunks of EUR or USD into Chile. Doesn't work with GBP, I don't think. I just got my licence in Vina last week. They eagerly accepted a foreign licence in lieu of the education certificate and didn't require any proof of residence at all, as long as the address was in Vina.
