There are lights (be red and/or green lights) involved in the braking things but that is not a colour vision test and people with colour blindness would still be able to to that test. I don't recall any colour blindness part of the test.

In the Chilean quote, BOTH the payout and the monthly charge are in UF so the relationship between monthly charge and the payout stays constant. Speed Limit in Urban Areas Now 50

The speed limit in urban areas, which was 60km/h, has now been changed to 50 km/h.

I think this should mean take the speed limit to be 50 km/h in urban areas if there are no signs with other speed limits. THe speed limits can be lower in urban areas in some cases.
