We had electricity back about 9 am after the 2010 earthquake and I think it varied widely even in Santiago. No water is actually worse than no electricity - as I learned during the multiple terrorist attacks in Peru in the 80s. We had ample opportunity to sample both, sometimes at the same time.

Firstly, use the link above to check compatibility.You would have to get it unlocked first. Chilean phones are unlocked for Chile only. If you bough the phone + a plan from Entel, Movitar etc. then they should be able to unlock it for you. If you bought the phone somewhere else (falabella, Jumbo etc...

Most schools in Chile are not bilingual although some do intensive teaching in English with the first school years. This varies in quality. 41southchile, the exact same thing happened to Viña del Mar with huge buildings stretching across what used to be sand dunes. Pucon used to be a pleasant town to visit in summer, now worth avoiding, especially in February.

There are 7 or 8 dedicated Vietnamese restaurants here in Santiago already. Expat numbers (English speaking) are a lot smaller in Chile than in Ecuador. Not the same thing but there is an open air railway museum in the Quinta Normal park in Santiago which kids usually love.

I just consider paying for my seat at time of booking part of the total cost. On long haul I like to use premium economy and there are a lot fewer seats than in economy. Others prefer to take their chances at online check in.
