from my recollection of the law, foreign pensions are not considered to be income, and hence should not be included on form 22. Sii says such pensions are not income, which is different from being non taxable income.

I believe that the more you pay for the property, the harder it is to rent it out for a reasonable return, and also it can sit empty for some time waiting for a tenant. You may ant to check with ISP, as when I arrived here, and I think is still the case, if you are a foreigner from a country that has a bilateral agreement with Chile, which the US has, then you can opt out of paying into an AFP, and hence the situation that you mentioned wouldnt arise.
