Don't know how she did it, but the 5 day thing in hotel does not apply if you are travelling with minors. In that case, home quarantine is acceptable from day 1. As a dad, I appreciate that, but in honesty then that just kills the whole point... where can I verify that you don't have to go to a hot...

Yes, but that same article states that it was excemptions on 2 specific days. I don't think that explains the weird numbers. They basically should have vaccinated 100% of population with 1 dose - not just 100% of target population - for the numbers to add up.
