4) as a foreigner you can opt out of AFP, as long as you save into a similar program outside Chile (and can prove it).

I asked an opinion in ChileAtiende and was told that I can ask for a tourist visa extension in PDI at the last day of the visa, considering my circumstances. When I get that letter, you can appeal the rise with the Superintendencia de Salud. You don't need a lawyer at all. You have to upload a pdf copy of your letter to the website and both sides of your cédula. You have to do this within a month of receiving the letter. While this trámite is in process...

Yes, last year was pretty dry in Santiago. However, no rain so far this year is pretty standard. Average in the last 30 years is 3.9mm to date.
