My understanding is that if you place your AFP in a private account like one run by CUPRUM, you can take the money with because it is yours. It is more or less like an IRA. I do not know how easy it is to get the money out of the national pension system.

Regarding Bank Accounts. With my RUT and my contract, I had no problem opening a checking account with CitiBank, they even issued us credit cards, something they "only" do for residents. I think the trick is finding an account manager that is actually interested in helping you.

The Catholic University has just started a Ph.D. program in political science. Most of the young professors are US trained, well publish, etc. It is the intent of the program to produce students with training equal to that found in U.S.
