"Invite dictatorship"? By this logic, the US should invite dictatorship in the 30s because of the poorly running capitalism. And don't forget that these "has to do with the culture" countries were not wasting 17 years in a dictatorship. The Germans only "wasted" 12 in one. But being as efficient as they are, I'd say they got quite a bit done. They then managed to build a very prosperous & stable thing shortly thereafter....
