So turns out there is consumer protection in Chile and its dealt with through SERNAC. Seems to be fairly straightforward to open a dispute if a company isn't playing by the rules.

Mercadolibre? You should be covered under their customer protection policy. Open a reclamo (assuming this was through Mercadolibre) via the site through the recorded sale to begin the correct process of a refund or a replacement. It was through their website, not Mercadolibre.. But they use Mercado...

No one will give you a refund without first receiving the item. You must have initially trusted the seller. You sent money first, then waited for the item. Remember, you will need proof/origin of funds before they are cleared for your use in Chile by the executive in charge of this at the bank. OK, I didn't know this was necessary, thanks for the heads up! .. Is it a document I get from the bank? I presume you need this for funds over a certain amount?

There is no tax on the transfer. The tax depends on what you are doing, what you arr buying, etc. Nothing to do with the wire prosses. But, I think you are fundemantaly misunderstanding the purchase process for real estate, if you are focusing on the tax implications of just a transfer of the money...

No tax. But never ever ever transfer money directly in to a seller's bank account. That is a whole different topic. Great thank you.. Yes we will most definitely not pay into a sellers account, we want to pay it into my wife's account but don't want to be taxed on it when it arrives from our transf...
