I'm not sure I have anything demonstrating an 8th grade education but I have a US High School Diploma and a US College bachelors diploma. Do I need both, or just the 'highest' degree?

Sorry, should have added this... my spouse has a pension from the US Navy and a disability income, which is what we're hoping to live on in Chile. We're both in our late fifties.
