You get money from renting from actually collecting the monthly money rent from your tenants, so an over claused contract is more a reflection of a landlord neurosis than of a scam.

I also got married last year (actually union civil) and they also requested me a certificate of no impendment, which my embassy wrote (also translated/certificated) me.
I think it's standard procedure with foreigns everywhere in the world.

I usually feel that professionally one doesn't always find the best solution, but regardless, if your team tries to make it work, it will almost always work.
