I walked by a bank in the Central area the other day, stopped out of curiosity, put my card in the ATM, and ... Voila! NO. FEE. I was shocked. I was living in Peru for the last 6 months with no problems whatsoever--in regard to phones and text messaging, etc. So, I'm sort of in shock. LOL

So I'm reluctantly posting this. I DO want to know what to expect, but I dread the idea of an intractable (right word?) bureaucracy.
