Quick question on this point: is it possible to renew your cédula at any registro civil, or does it have to be at the one nearest to where you live? The government's website wasn't really helpful on this.

For Spanish food, I like going to Txipirón in Viña del Mar. They have very good tapas and paellas.
Banchan Nara is a nice Korean dig in Santiago. It's on Loreto street, in Recoleta.

They have an office at Santiago airport where you can get the fines calculated so you can pay them.
