I have only spent two days in Chile, but from all that I've researched it seems that mid-northern Chile is a lot like southern California and southern Chile is a lot like northern California/Oregon in terms of TOPOGRAPHY and CLIMATE on the coast. Ocean temperatures seem to be about the same as well....

Look at Ecuador.... Lots of beach property for cheap prices. The government is awful in terms of capital gains, but that will eventually change in the future.

That is because people from the USA do not have to jump through any of the hoops that a foreigner applying for residence does, so they think the USA is bureaucracy free. Applying for residency is a paperwork nightmare anywhere. I think why North Americans feel the bureaucracy in other countries so ...

you might want to look into Banmedica, an insurance program associated with Clinica Santa Maria. I have received excellent care there - it's light years ahead of the eeuu.
