From what I've seen in my limited time here, that would require a change in the cultural mindset from rigid adherence to printed schedules based on a person's age, etc. to more of a "can do" attitude, vaccinating whoever shows up, or at least more mental and institutional flexibility. If you want to compare potential to performance, I think the US has to be in the discussion too. At the end of the day, I think Trump, Bolsonaro, and maybe Boris Johnson all deserve an extra measure of responsibility.
