You're not too far from Vina, right? They used to accept your foreign licence in lieu of the education certificate and didn't ask for any proof of residence, just a local address. Might be worth a try...

The only recurring problem I have is that my modem gets confused with the many ip addresses from all the connected devices and I loose the internet connection.... Would it be a possibility to add a plain router after the company modem? That could solve your problem. Thank you! I will look into it.

There is a much simpler explanation than conspiracy theories: Chileans have discovered the internet and are buying stuff directly from China these days, from Alibaba and Bangood and Fasttech (like I do) So all those little China Post packets are clogging up a system that was never much good anyway....
