We had someone throw a stone through a window. We are renting but the landlord does not cover the cost of windows because they are not part of the structure of the house - they said they would pay repairs when I let the house, contract was ambiguous. Avoid altitude, maybe on the coast.
North and maybe centre, not south.
Morning fogs/humidity depends on individual locations.

Providencia is part of the barrio alto I think and it is next to Las Condes but the two are quite different. Las Condes is more relaxed. You might try not living in Santiago. Try something south of Santiago like isla de maipo. Not sure about the total travel times, but should be something like 15 mins by car to maipu (possibly less, never timed it). Isla de Maipo is a relatively small rural town in wine country just south, but still...

It's way more common (for a Chilean) to live in Maipu and commute up to Las Condes that the other way around. Maipu (in the south west) is a relatively average area.
