I´ve noticed turnout can be higher in barrio alto, so mandatory voting might reduce the power of the barrio alto ever so slightly, by bringing the % up from poorer areas? I don't think webpay has a policy against foreign cards, I think in practice they don't work very well. Before I got a Chilean bank account (2014-2018), if I had to pay for something with webpay I would just try over and over again with repeats and different cards and usually I could get it to work ...

I used SBU program as well (most of the time). 4-5 years is a bit pessimistic maybe for life of lead acid batteries, but it depends how you define end of life and how often you use them. If you are conservative you can program them to maintain charge at 60%-70%...

I don't know enough about Jadue yet to give an opinion on him, but I do believe he is quite right when he says that Chile needs to significantly increase taxes as he said in the Bloomberg interview. Our town in the past has been way quieter in phase 1 because many of the stores and businesses are closed. Easily way under half the people of phase 2 or pre COVID situation.

I think the quarantine was probably the right decision. It may have to be the last one, however.
