It hasn't rained this year where I live in the south of the metropolitan region, or if it was has it must have been a tiny amount overnight. In-country, you have to go to PDI first to get the document to renew your PD carnet (every 5 years) at the RC. But yes, in-country you can let your carnet expire with no immigration status impact.
