Today I withdrew 200000 CLP from a Bank of Chile ATM in Puerto Montt with a card which can only be used in the VISA-Plus system, not Maestro. This card behaves like a credit card.

Quite a pleasant surprise because I thought only Banco Security and Banco Estado were without ATM fees. The exchange rate was very good, too.

Maybe a glitch in the system?

Thanks for the report, I will test in the coming week. This is a USA issued Visa-PLUS debit card? From which bank?

The subject came up many times.

I can use my cards at any bank except Banco Estado and in 5 years I never paid any fees.
They have the plus symbol on them:

Groschi, you are the exception to the rule (Banco Security) as no one else seems to back up your claim.

Every person posting needs to state:

--- country of issuance
--- is this an account that REIMBURSES THE PER USE FEE imposed by the other bank
--- IS THIS A HIGH END ACCOUNT THAT IS EXEMPT FROM/REIMBURSES ALL FEES
--- has a special arrangement (like the Bank of America and international buds)

Banco de chile milked me the usual for my B of A debit card the other day.
Scotiabank is supposed to be with an aliance with B of A. But their machine have been now charging. When I asked an exec WTF. He basically said tough shit.

I have a few cards from different (free) german savings acounts (Deutsche Post).
I have one free of charge VISA credit card, also from a german bank.

When I stopped the list we had:

Santander - 2500 pesos
Banco Edwards - 2500 pesos
Banco de Chile - 2500 pesos
BBVA - 2500 pesos
BCI - 3000+ pesos
Corp Banca PLUS ONLY - 2500 pesos
Banco Condell (part of Corp Banca) PLUS ONLY need confirmation
Banco Itaú - 2500 pesos
Scotiabank (related to Banco de Desarrollo) - 2500 pesos
Banco de Desarrollo (related to Scotiabank)
BICE - 2500 pesos


Fee free
Banco Estado CIRRUS ONLY
Banco Security


NOTES:
There is apparently a 200,000 maximum peso limit per withdraw action except at Banco Estado with reports of up to 500,000.

(1) recent report that Banco de Chile does charge
(2) recent reports that Banco de Chile does not charge
(1) recent report of the B of A alliance not living up to its promise with Scotiabank

WE REALLY NEED MORE REPORTS


FM recent E:

Banco Estado continues to be fee free and is not limited to 200,000 per withdraw
Capital One Cirrus/Mastercard Debit Card rules with 0% exchange and $0 per use fee

No, it's the free savings account from Postbank (I believe it might be the same card which Groschi was using). They don't charge fees for using the card abroad (up to 10x / year), but they don't reimburse foreign fees.

Not that I know of


This card is a savings bank card, but abroad it can act like a VISA-PLUS credit card to withdraw from ATMs.

I have been using this card for years in Asia and there it was often necessary to advise the ATM to withdraw the money from a foreign credit card account, so that's what I did at the Bank of Chile's ATM, too.

This card ONLY works on VISA-PLUS ATM machines, not on Cirrus ATM machines. So it does not work on Banco Estado (but it works on Banco Security no problem).

So one explanation for the different fees people are experiencing might be that the fees are only charged by the Cirrus network, not by VISA-PLUS.

Unless others chime in, the explanation is the card is issued in Germany by Postbank. Everyone else using PLUS system card gets charged (the Chile per use bank fee) at the above banks except Banco Security.

Card issued in UK. PLUS system. Never been charged a fee at an ATM, so I can't really remember what local bank they were linked to. At least one was Santander I think, but I have probably used 3 different ones. The UK bank charges and does not reimburse. Normal current account.

Excellent, we have material for a new list that includes exceptions for cards issued in different countries:

---- Germany issued PLUS cards, Postbank in particular
---- UK issued PLUS card, normal account, bank unknown, has a deal with Santander and possibly others

Need to investigate if the B of A / Scotiabank deal is no longer in force
