if you really have to have a Chilean IP, here is how I would do it.
Park your server in a data center in the states (or get vps, web hosting package).
Get a home connection, add a linux box or router at least that you have control over.
Buy a third-party dns service able to deal with a dynamic ip, and failover, point your .cl or whatever domains at that.
Proxy (port forward) your server through the local isp connection.
If the connection in chile goes down for any reason, the domain switches to the state side server.
