Chile of "deceptive advertising." He cited their failure to fulfill advertised promises to "double or
triple" broadband speed at no additional cost to customers.
Arenas said service providers have no obligation to maintain a minimum speed. They may raise and lower speeds freely,

VUZE, the world leader in peer-to-peer download technology, has studied which ISPs interfere most in client
connections and has ranked VTR, a leading Chilean ISP, as the 23rd worst in the world. Several other important Chilean
ISPs are included on VUZE's list.
