There are free tools to do this. You can google for "freeware photo resize." I found this online service:
http://www.picresize.com/If you're fastidious about the quality, resizing can be a bit complicated. Usually reducing a photo causes it to become "soft" (requiring an "unsharp" filter to sharpen it up). Saving a JPEG multiple times causes things to go from bad to worse because JPEG is lossy. Each save loses a little more. To have complete control, it's better to work with TIF and use something like Photoshop (expensive). Using Photoshop you can do things like increase the DPI to 300 (to have more information), reduce the size, and "unsharp" it. Then set it back to 72 DPI. (This is what the fastidious people do.).
