9 digit red fija (home phone line changing to 9 digits)

So, the complexities of how to make phone calls in Chile can be challenging, but can be summed up as if you're given:
1) a 8 digit number it's a cell phone and you have to ad 09 in front if calling from red fija
or 2) a 7 digit number, it's a land line, so if calling from a cell phone you'd have to add 02 in front if calling from a cell phone

It seems that starting October they're going to change 2) to a 9 digit number, and I assume you'll dial the same number from cell phone and red fija.

This is what I got from the news (24 horas) recently, and I can't seem to find any article on it on the internet.

Not quite. Calling to a fixed line is as follows:
02 is Santiago (02 123 4567)
The rest of the country uses 6-digit numbers with a 3-digit area code
051 123456 would be in the IV Region
The two exceptions are:
Valparaiso which used to be the same as the other regions until they added a digit, 032 212 3456 or 0322 123456 if you prefer.
And Concepcion, 041 223 4567
Chile isn't that bad compared to some countries.

Sorry, you're right. I never had a need to call outside of Santiago where I didn't make my fiance do it for me (the only example I can think of was confirming hotel reservations when my parents were here because... well, we never reserve ahead of time...) so I didn't think of including it.

I changed my search a bit to telefonia fija 9 digitos chile and came up with this story http://www.df.cl/numeros-de-telefonia-fija-tendran-nueve-digitos-a-partir-de-octubre/prontus_df/2012-05-25/003329.html that says that all numbers (land line, cell, and voice IP services) will be changed to 9 numbers.

I tried searching around [url]subtel.gob.cl[/url] (subsecretary of telecommunications) but no luck on any information there...

In Santiago the 24th November. All regions with dates here (note the year). Arica is kicking off on the 20th of this month:

By 2014 long distance calls will not exist within Chile and all numbers will be 9 digits.
