The extension is for when you do not complete your 180 days in one year to recieve another year to attempt to complete your 180 days. Once you have your 180 days, you are required to apply for permanent residency.

The idea is the country does not need a whole mess of people neither here nor there in the visa process clogging up the system. Especially considering what a mess the Santiago immigration office is these days.
