Border problems! NEED ADVICE!

Hello all. Well I am not sure if I missed something BIG during my research. But we just made an attempt at the Peruvian border in our Chilean car (that we bought) and we were rejected. We are on a tourist visa and don't have a Chilean residence visa or identification. Here are the documents we do have:

-Previous owner's padron, inscripcion, insurance, permiso de circulacion, and all other car documents. (not our problem)
-Notarized authorization to take the car out of the country from the previous owner.
-RUT documents
-Passports

Anyways. After about an hour arguing at the border, we came to the conclusion that we can not cross into Peru from Chile with a tourist visa. We would have to have some sort of Chilean ID, passport, etc. We CAN cross into Bolivia or Argentina with our current documents. Just not to Peru from Chile. The border supervisor even mentioned that we might be able to do a Chile-Bolivia-Peru transfer but that is obviously not our first choice. Our plan right now is to try is to get a SECOND notarized document, giving permission to our Chilean friend to cross the border for us. This was the suggestion of the border supervisor. We are going to give it a shot. Does anyone know if this will work? Has anyone tried the Bolivia route to get a car into Peru. Is the a chance that the border guys are wrong. ANY advice would be greatly appreciated. We have to be in Lima on Tuesday and REALLY want to have the car with us.

Who rejected you, a chilean for taking it out? or a peuruvian for taking it in? need to be clear about what side of the boarder is playing with you here........

I dont know anything about this......... but waiting 12 hours and trying again with a different supervisor on shift is not an option?

and yes in chile there is a 95% chance that any government employee is wrong :)

Rejected in Chile on our way to Peru. Although, in some more pointed internet research, I think that a new law is that Non-Chileans can not take Chilean cars (even though it is mine) into Peru. Read on another Lonely Planet forum that the Peru via Bolivia option is a no go as well. They require the official padron in my name, I believe. I think anyways.... Would you expect the Peruvian side to give a $#(< NO EMAIL > if we got there without the precise paperwork required by Chile?

Debe tener en regla toda la documentación del vehículo, la que será minuciosamente revisada por la Aduana. El documento más importante es el Certificado de Inscripción en el Registro Nacional de Vehículos Motorizados -comúnmente llamado Padrón- que otorga el Registro Civil, y que acredita la propiedad del vehículo.
Dicho documento será exigido por funcionarios peruanos en la avanzada de Santa Rosa para el ingreso al Perú. No se acepta el certificado de dominio vigente.
El conductor debe portar Licencia de Conducir vigente.
El vehículo debe ser conducido por su propietario o un tercero con autorización notarial del propietario para la salida del vehículo al extranjero, con esta autorización puede salir de Chile. Para ingresar al Perú le solicitarán que dicha autorización notarial esté debidamente legalizada con los timbres y estampillas del Consulado peruano en Chile.

Looks like a quick trip to the consulate on the addresses i pasted below might sort it out!

Yeah. That is one of the documents we were faced with today. I think my first stop on monday will be the peruvian consulate. What I am starting to wonder now is... If I get a notarized authorization for a Chilean to cross the border in my car with us, what will happen when he tries to come back, 30 min later without the car. Has anyone that has crossed the peruvian border noticed if they put something with your ID that indicates you had a car?

Yes, there are documents that the driver has to indicate they had a car, how many passengers, who the passengers are/were, etc...

And in case you didn't get that far, there is a secret document you have to acquire that they sell upstairs in the cafeteria. You don't find out about it until you've spent hours in the queue and passed the other formalities with the passport control/aduanas people. OK, so it's not so secret - it is the passenger listing document.

Will a foreigner with residencia def. have the same problem at the border?

No, I dont think a resident would have a problem with the paperwork we had. That is actually the only thing we were missing (resident ID). Anyways. After consulting with our hostel manager in Arica, who used to work for the Registro Civil, we decided that we were not going to get the paperwork in time. We are currently up in Lima, traveling by bus. Kind of a bummer to buy a car and not be able to use it in Peru. His final conclusion was that, if we had the actual padron and inscripcion in our names, we would have 99% not had any problems at the border. Not that the rules are any different but he was convinced that the border officials would not even think twice if they saw a certified proof of ownership in our name. They would automatically assume that we had residency because this is something that normally only a Chilean can/would do. If they looked closer (asked for our chilean ID), we would be out of luck. But he seemed to think it would work. SO, when we come back to Arica for our car, in 20 days, we might give the the border a shot. By then we will have the padron and inscripcion in our name. LONG STORY SHORT: If a car owner with a tourist visa wants to cross the border directly between Chile and Peru (only one between Chile and Peru), they shouldn't even try without a padron and inscripcion in their name. The authorization from the previous owner WILL NOT work. Only if you have a Chilean resident's ID car. Please let me know if you have any more questions on the topic.
