Perhaps I am being naive, but what if you took someone straight out of high school and trained them up on what is acceptable quality and behaviour?

I am not convinced that these deficiencies are not a part of the DNA here. Scientists here have discovered the so-called "payaso" gene that is passed from chilean generation to generation and its effects are dominant in those falling into the trades.

But in any event, to make a difference on the "nurturing" side of the equation, you would have to remove the child from Chile not later than age 4 in order to inculcate the civilised behaviours requisite for the development of a decently skilled and responsible tradesman.
