with tourist visa can you open saving bank account in Chile ?

no. unless you are very well-connected, and even so, probably still not.

Some people with tourist visa and RUT have been able to get Mutual Funds (Fondos Mutuos) accounts.

Actually I think that provision is in the law. Just a brokerage deal, no banking, no ATM card, probably only in USD in and out (need to check).
