Now, you want to talk SIP protocol... talk about leaky buckets! When I had a cybercafe, in order to monitor destination/time for VoIP calls, I ran a Perl script that used nmap to watch the network packets. Lots of programs can listen in to a VoIP convo, like vomit.

Best way to make calls without using a software phone (ie, using a real gadget) is getting an ATA. Most come with two ports for two phones, and usually have universal power supplies, meaning you can use them on 110/220 with a simple plug adapter. There are some companies that offer very low-cost (sometimes FREE!) calling to Yanquilandia, some that give you a number in North America. The guy I had runs DIALGLOBAL.NET -- Lindsey is his name. He works out of the 5th region and has a toll-free to the US (so you can call him via Skype for free!). It's been a couple of years since I last talked to him, but he supplied Grandstream ATAs, and is very flexible.

His phone numbers are on the website plain as day.

Vonage ATAs are usually locked, as are some Netgear routers (like the model 613). This means no setting up to use other providers.
