Isn't this the area where the El Soldado copper mine and Cemento Melón limestone-cement operations are still working? Does the train go through La Peña itself?

The lots have electricity and water. The water is not from Esval, there are communal wells which provide service to the residents in La Peña and there is a connection to this property. In other words, yes, there is water.

Patagoniax: The train does not go by La Peña but it does pass through Nogales and then makes it way up to the hills, El Garaton, where the mines are. However, El Soldado was closed last year(note: 3,000 workers let go and then a very nasty workers comp case) and the only company left extracting in those hills is Anglo America.

There is much talk about bringing the train back to La Calera and recently the local politicians have been building up steam to repair the old train stations and put passenger service back to Quillota and La Calera. The current route is Limache - Valparaiso. Everyone has their hopes up but one can never really believe anything a politician says.
