How to find an programming intern in Santiago

I am trying to find an intern who can help me develop a prototype Web App.
Its going to be a part time job and I feel a starving student is best for the job.
I tried using conventional job sites such a laborium.cl and trabajando.cl but I couldn't manage to target students.

Anyone know how to contact career centers of universities?
Any advice is extremely appreciated.

What are you programing?

Asking out of more than just curiosity, because finding the skilled anything related to computers in Chile can be a challenge. Essentially there might be a reason you are having trouble getting a response.

good luck with that, not many chileans exist who taken on projects for experience, and actually have somthing to offer (i.e not need to be spoon fed).....

if i were you i would sstart hanging out at the start up chile meetings and look for someone....

you might have more luck with freelancer.com and get a indian

Yea, that is a very tall order to fill in Chile with just one person.

You honestly would be better off, checking Asia for talent, based on the requirements you sent.

As you sent them by PM, I will not repost them, but I would urge you to post that requirement list so the rest of the forum members (many with a lot of experience) can tell you why what you are asking is almost impossible.

We are designing a Web App that features social networking elements as well as a commenting system.

Attached is the job description and the application form. Thanks for all your help. I wanted someone local because the project will be in spanish and be targeted towards chileans. Also, I am a member of startup chile :D

Job Description
▪ Code a Web App using Ruby on Rails, HTML/CSS, Javascript and AJAX.
▪ Establish and maintain a MySQL database.
▪ Design and implement a product within a month.
▪ Following deployment, maintain and upgrade the product based on user feedback.

Job Requirements
▪ Experience with Ruby on Rails, HTML, CSS, AJAX and MySQL.
▪ Experience with Facebook API's.
▪ Experience building a Web App.
▪ Understanding of SOAP and REST technologies and the MVC model.
▪ Strong analytical and problem solving skills.
▪ Proficiency in English.
