I know a guy (Chilean) that can do all that with the exception of the proficiency in English. Although I cannot speak for him as to his interest or willingness to want this position I would be happy to mention it if you could look past the English requirement. Let me know if you are interested.

Edit: Opps, I just opened up the form you posted and I see the first thing you mention is that the person must speak english and not to apply unless they do. Please ignor this post.

Wow, that's a tall order to fill. Do you mean that you work for Startup Chile or that you have been funded by them? If you have been funded, then I hope you do well. :)

eres tacano translates to a "are you stingy" lol.
what we are looking is to develop basic prototype that can serve as a proof of concept.
i do not expect the intern to make the app operational, i just want someone who can sit next to me and code in ruby on rails while helping me to get to know more about chilean culture.
i know it is a hard find but dont think its impossible. give the responses maybe it is!

Anything is possible, but there are always two factors involved, time and/or money, i remind my boss of that all the time, i will never say no to anything, ill just say time and money, your choice, spend money and have it now, or spend not much and have it in a long amount of time, take those two factors then factor in the chilean way and ad 10x to the original 2 factors..... going to take 10x longer or cost you 10x as much!

i would head down to the startup chile meetings and see what you can find! google startup chile for more details they meet once a week at california cantina!
